Contract awarded for Toowoomba to Warwick Pipeline

The Queensland Government has named the builder of the Toowoomba to Warwick Pipeline, with hundreds of jobs on the way.

Seqater has awarded the construction of the Toowoomba Warwick Pipeline to Brisbane-based CPB Contractors Pty Ltd and leading energy infrastructure contractor NACAP Pty Ltd through a joint venture.

Stage 1 works are now scheduled to begin before the end of the year, with Water Minister Ann Leahy claimed would bring reliable water supply across the regions a step closer.

“By progressing the pipeline in stages, we are balancing investment with long-term water security and making sure regional infrastructure keeps pace with growth, demand and future opportunities,” Leahy said. 

Stage 1 was expected to see the project completed up to Greenmount, 25km south of Toowoomba, delivering a permanent water supply to Nobby, Cambooya, Greenmount and Clifton.

While Stage 2 would deliver 64km of pipeline from Greenmount to Warwick, and was subject to a future government decision and ongoing assessment of water security requirements for the region.

The project was expected to support around 400 construction jobs with local recruitment underway.

Treasurer and Member for Toowoomba South David Janetzki said the project was an important investment in the region’s future.

“This project is about securing the region’s long-term water future and delivering the infrastructure our region needs,” he said.

The pipeline will transfer raw water from upstream of Mount Kynoch Water Treatment Plant (Toowoomba) to Warwick Reservoir (near Leslie Dam), sourcing from Wivenhoe Dam via the existing Wivenhoe to Cressbrook pipeline.

Toowoomba Regional Council Mayor Geoff McDonald said the pipeline project investment would deliver long-term resilience to the Toowoomba region.

“Securing a reliable water supply is essential to supporting our growing communities, attracting future investment and ensuring we can continue to create jobs and opportunities across the region,” McDonald said. 

He added that this update brings Toowoomba a step closer to strengthening water security for generations to come while delivering significant economic benefits for local businesses and workers during construction.

Seqwater is delivering the 111km pipeline project on behalf of the Queensland Government, which has confirmed more than $300 million in funding. The project was first announced on March 27 2026.

Seqwater CEO Emma Thomas said awarding the contract was a major step toward construction commencement of the Toowoomba to Warwick Pipeline.

“Seqwater is delivering the project on behalf of the Queensland Government to strengthen water security for Toowoomba and protect the corridor for the project that could deliver long-term benefits for the Southern Downs,” Thomas said. 

“We will continue working closely with the delivery partner to finalise planning and approvals, while keeping the community informed as we move towards construction,” Thomas said.
